I have an older version of GTA: SA. I wanted to play it properly under Windows 10. At the very beginning, after a clean installation, I ran into the problem of a non-working mouse, I couldn't rotate the camera. I fixed it by uploading to the folder with game SilentPatchSA and silents_asi_loader_13.
Then camera won't react to entities passing by its position nor follow the player and other stuff, what @Junior_Djjr wish not to. Struggling to oversimplify things without realizing to make them unrealiable is bad, but still, your codes are insteresting. You could at least not scorn me and my work gratuitously and act snooty (kind of "let him go").
I could not get my Camera to move using my mouse, so this is what I did and it fixed it-Find you GTA SA folder (Steam/Common/GTA SA) Find gata-sa.exe, Right click it Click "Compatibility" Click "Run in windows XP Service Pack 2" Disable Visual themes & Desktop Compositon Run as Administrator Now, Launch it from the EXE. idk my mouse seems work perfectly, if im not mistaken, we can move the camera with mouse (on foot or in vehicle) but my GTA: SA is not working for that. i launched the game from R* launcher. or if someone have a keyboard control setup for GTA: SA i really want to know so i'll just need to copy it. My keyboard doesn't have a NUMpad

Hi, I love San Andreas (PC) but when I drive, the camera keeps going down and I cant see where I'm driving. I reposition the camera with the mouse but 1 second later, the camera falls down again. I also have a PS2 control pad that I play on the PC and its even worse on that because I have no mouse to reposition the camera.

alt+tab , taskmanager, details, gta-sa.exe set affinity to (1 cpu only ie. cpu 0 only this fixes mouse problem). ingame control config turn off everything for mouse ie, reverse axis/steer with mouse turn all of them off. max mouse sensitivity all the way right.
